Are you a passionate leader who believes in the power of education to change lives? The Office of TRIO Programs (OTP) at MSU Billings (MSUB) is excited to welcome a dynamic and results-driven professional to serve as the Associate Director of Outreach for the TRIO Educational Opportunity Center (EOC).
 
In this impactful role, you’ll lead community outreach efforts that empower first generation and income eligible adults to pursue higher education and meaningful career pathways. You will play a vital role in empowering individuals by providing guidance on completing their HiSET/GED, navigating the FAFSA application process, enrolling in trade schools or colleges, and developing financial literacy—ultimately helping them access and pursue new educational and career opportunities.
 
This is a full-time position funded through the federally supported TRIO Educational Opportunity Center (EOC) grant. Continued employment is dependent upon the annual renewal of grant funding.
 
Key Responsibilities

  • Lead the development and execution of strategic outreach initiatives to expand program visibility and impact, while cultivating strong partnerships with local organizations, schools, and agencies.
  • Design, coordinate, and implement high-impact programming and events, including FAFSA completion workshops, recruitment presentations, and scholarship search sessions.
  • Develop relevant curriculum and provide individualized advising to support participants in achieving their educational and career objectives.
  • Provide high-quality customer service and mentorship to a diverse population of adult learners, including individuals who are currently or formerly incarcerated, while fostering an inclusive, respectful, and supportive program environment.
  • Represent the program across South-Central and Eastern Montana, fostering collaboration with K–12 institutions, higher education partners, and workforce development organizations.
  • Supervise outreach staff, coordinate their assignments and schedules, and provide ongoing support to ensure effective service delivery.
  • Manage and oversee participant data entry and reporting using the Blumen database system, ensuring accuracy and compliance with federal program requirements.
  • Other duties as assigned to assist the EOC program and the MSUB Office of TRIO Programs.

  • Demonstrated commitment to education as a powerful tool for individual empowerment, economic advancement, and social change.
  • Proven ability to recruit program participants and engage diverse communities through effective outreach and networking with a wide range of stakeholders.
  • Experience in planning, coordinating, and executing events, workshops, and group activities.
  • Knowledge of or the ability to learn the financial aid process, including FAFSA advising and completion.
  • Skilled in providing individualized and group-based support in college access and career development.
  • Familiarity with standardized testing instruments such as the GED, HiSET, and ACT.
  • Ability and willingness to travel throughout the region as needed; must possess reliable transportation.
  • Proficient in the use of technology, including participant database systems, Microsoft Office Suite, social media platforms, and video conferencing tools such as Microsoft Teams or Zoom.
  • Excellent oral communication skills, with the ability to present information persuasively, actively listen, and contribute effectively in collaborative settings.
  • Exceptional written communication skills, with strong attention to clarity, grammar, and content accuracy.
  • Strong customer service orientation, with the ability to manage sensitive or challenging situations professionally and respond to participant needs in a timely and empathetic manner.
  • Energetic, flexible, and committed to working occasional evenings and weekends to support program activities and goals.
PHYSICAL DEMANDS: Driving, sitting, standing, walking, bending over, climbing, reaching overhead, kneeling, pushing & pulling, crouching/stooping, lifting up to 25lbs, typing, note taking, multitasking.

Required Qualifications – Experience, Education, Knowledge & Skills
  • A Bachelor’s degree in a relevant field.
  • A minimum of three years of progressively responsible experience aligned with the competencies outlined in this position.
  • Understanding of the systemic and personal barriers that impact access to higher education and career advancement for the target population.
Preferred Qualifications – Experience, Education, Knowledge & Skills
  • A Master’s degree in a relevant field.
  • Experience working with first-generation college students, individuals from low-income backgrounds, and other underserved populations.
  • Familiarity with TRIO programs and federal grant-funded educational initiatives.
  • Deep understanding of the barriers faced by the target population and strategies to support their academic and career success.
