The Director of Disability Support Services is responsible for the day-to-day operations of the Disability Support Services Offices on the University and City College campuses and supervises the Program Coordinator I and Lead Sign Language Interpreter. The Director serves as an advocate and a liaison in assisting students in accessing academic programs and services and works with the campus community to ensure equal access to all institutional programs and services. This person is responsible for assuring programmatic access, physical access, and the provision of reasonable accommodations to students following the ADA and the ADA Amendment and Section 504 of the Rehabilitation Act; Web Content Accessibility Guidelines (WCAG 2.2); and Family Educational Right to Privacy Act (FERPA) in higher education. The position takes a lead role in determining disability and maintaining appropriate records, as well as working cooperatively and collaboratively with university students, faculty, and staff to develop, enhance, and expand knowledge and awareness of disabilities, accessibility, inclusion, legal responsibilities, and civil rights, including outreach to and participation in, local, state, and national efforts. Responsibilities include but are not limited to continual program assessment, staying current with applicable federal and state laws, awareness of best practices in the field, knowledge of assistive technologies, and providing innovation in the delivery of reasonable accommodations and barrier removal. This position will report to the VCSAS for student-related Disability Support Services.

DUTIES and RESPONSIBILITIES:
  • Identify, evaluate, and develop program goals, policies, and services in alignment with university mission and strategic plan
  • Supervise, train, and evaluate DSS staff
  • Effectively develop and administer budget
  • Maintain confidential student and relevant employee records
  • Serve as a student advocate and liaison with faculty and staff
  • Communicate program information to the campus community, prospective students, and community constituents
  • Collaborate with Facilities Services to ensure campus accessibility and provide guidance on questions relating to physical accessibility and application of the ADA Accessibility Code
  • Conduct disability awareness activities
  • Advise campus departments regarding disability and accessibility issues
  • Develop and maintain program DSS marketing materials including brochures, website, handbook, etc.
  • Provide and train the use of appropriate technology to the campus community members to serve individuals with disabilities
  • Remain informed of and adhere to current federal and state disability laws, regulations, and guidance – participating in continuing education, membership in professional organizations, and development regarding disability and accessibility suggested practices
  • Participate in development and modification of university policies, practices, and protocols to ensure continued ADA compliance and incorporation of suggested disability and accessibility practices
  • Adhere to federal Title IX guidelines and ADA MSU Policy and Procedures
  • Develop and provide training on various topics depending on the needs of campus and units, e.g. Disability Awareness and Equity, Accommodations Processes and Guidance, Service Animals, Event Accessibility, Increasing Disability Inclusion and Accessibility
  • Collaborate with third-party vendors and contractors/consultants to implement accommodations ? Initiate, lead, and serve on relevant committees
  • Complete related duties as assigned by VCSAS

  • Ability to learn and train others to use adaptive technology for coursework, classroom, and employee functions, including but not limited to media captioning, accessible buildings, classrooms, text-to-speech, speech-to-text, screen readers, and note taking
  • Subject matter expert in the Americans with Disabilities Amendments Act, Rehabilitation Act of 1973, and other relevant laws, regulations, case law, and guidance
  • Expert proficiency in providing consultation and coaching for administrators, staff, faculty, prospective students, prospective employees, and members of the public
  • Prior experience providing outreach, educational programming, and developing resources for a variety of audiences
  • Prior experience conducting investigations and responding to discrimination complaints
  • Proven success in collaborating and communicating with all levels within the campus community to nurture a positive culture
PHYSICAL DEMANDS:
  • Regularly required to sit throughout the day

  • The employee is occasionally required to stand and walk.
  • Ability to lift and carry assistive technology, office supplies, and assist students with physical disabilities in areas not involving personal attendants
Education Required: Bachelor’s degree in a relevant field

Education Preferred: Master’s degree in related field or equivalent combination of education and experience
 
Experience Required:
  • Three years in a related field and/or experience in higher education
  • 1+ years of supervisory or management experience
  • Experience providing direct adaptive technology support to disabled students
  • Demonstrated ability to synthesize complex technical and regulatory concepts or criteria and develop them into concise instructional and support content (i.e. best practice guidelines, project plans and reports, policy frameworks, timelines/roadmaps)
  • Experience testing the accessibility of digital resources using industry-leading assistive technologies
  • Experience training people to convert inaccessible standard media to accessible, electronic (DOCX, HTML, MUSX, PDF, PPT, etc.) or tactile formats
  • Experience using and/or teaching others how to use a variety of adaptive technologies, including solutions for note taking, organization, reading, writing, and general access
  • Ability to quickly learn, understand, and become proficient in new technologies
  • Strong oral and written communication, organization, meeting facilitation, and independent decision-making skills
Experience Preferred:
  • Five years in related field and/or experience in higher education with working knowledge of software programs including Banner, Accommodate, and Apex
  • 3+ years of supervisory or management experience
  • Leadership navigating complex situations in which there are competing demands and differing perspectives in ways that maintain good working relationships
